The Privileges and Procedures Committee (PPC) has lodged a PROPOSITION today asking the island's parliament to censure Deputy Andrew Lewis after he was found to have lied, by the Independent Jersey Care Inquiry (IJCI), to the Inquiry itself and to the States Assembly. PPC has also found that the Deputy breached States Members code of conduct "by failing to maintain the integrity of the States." 

VFC e-mailed the PPC Panel Members (who sat on the case) this morning at 08:16 asking them for an interview regarding PPC's proposition. Little more than thirty minutes later Deputy Simon Bree replied to the e-mail and agreed to an interview. At the time of publication none of the other PPC Members have acknowledged the e-mail....

A day or so after the Jersey Child Abuse Committee of Inquiry published its damming report VFC interviewed former Deputy Chief Police Officer and Senior Investigating Officer of the police investigation (Operation Rectangle) into decades long concealed Child abuse in Jersey Lenny Harper.

Due to a number of other events having taken place subsequently, namely the former Chief Police Officer, Graham Power lodging a criminal complaint against the politician who (possibly illegally) suspended him in 2008 Deputy Andrew Lewis. Coupled with Privileges and Procedures Committee (PPC) announcing it was investigating Deputy Lewis' apparent breach of Members Code of Conduct (which it found he DID) and the embarrassing debacle that was the appearance of Senator Philip Bailhache and Deputy Lewis at the PPC Hearing and because of some technical issues we have been unable to publish the interview with Mr. Harper.................Until now....

Following the publication of the Jersey Child Abuse Committee of Inquiry (COI) Report and the revelation of the legal opinion from the island's Attorney General that Deputy Andrew Lewis, after being branded a liar by the COI, will NOT face prosecution for perjury (like you and I would) as he was allegedly covered by Parliamentary Privilege when giving evidence to the COI.

Team Voice has interviewed former Chief Police Officer Graham Power QPM and asked him his thoughts on the COI's findings and recommendations and indeed his thoughts on Deputy Lewis apparently (legal "opinion") being protected by privilege or not as the case may be. Mr. Power's observations (as one would expect) are far ranging/reaching on this and all subjects discussed in the exclusive interview.

In our PREVIOUS POSTING we warned readers/politicians to be "careful what (who) you wish for" concerning the Vote of No Confidence against Chief Minister Senator Ian Gorst. A vote that he comfortably survived.

Our concerns, as Anti Child Abuse Campaigners, were that if Senator Gorst (who is a supporter of the Child Abuse Committee of Inquiry) was ousted then we could almost certainly end up with Senator Bailhache as Chief Minister. As pointed out in our previous posting (above link) Senator Bailhache is NOT a supporter of this Inquiry and has attempted to thwart it at any given opportunity. We believe that if he had become Chief Minister the COI report would not have seen the light of day....

Now that the vote of no confidence against Chief Minister Senator Ian Gorst has been officially LODGED It's potential implications need to be examined and some pragmatic questions asked should it succeed.

Including Constable Taylor (the mover of the proposition) 14 States Members have signed the proposition and agree the Chief Minister should go. There is a rule of thumb, or an unwritten rule, that if a vote of no confidence against a Minister is brought then the proposer of the proposition should put themselves forward for the post. In this case Constable Taylor has publicly stated that he doesn't want the job claiming he has "the best job in the world" being Constable of St....

This is a most welcome move towards openness and transparency which the States should be congratulated for but will it have the (unintentional) effect of placing more power in the hands of the silent majority and political dissenters, Bloggers, Tweeters, Facebookers and less power in the hands of the mainstream media?

In November 2008 the then Home Affairs Minister, and current Chairman of Public Accounts Committee, Deputy Andrew Lewis, controversially (possibly illegally) suspended the Chief of Police while his force was investigating  (Operation Rectangle) decades of concealed Child Abuse in State run institutions and elsewhere in Jersey.

Yesterday Wednesday 17thFebruary 2016 rather a lot happened. Those who were lucky enough to witness the second appearance of ANDREW LEWIS before the Child Abuse Committee of Inquiry were treated to a cringe-worthy performance of epic proportions, for which the term “stranger to the truth” was never more applicable. As reported by Rico Sorda HERE. The clinical and forensic dissection of Lewis by Advocate for the Inquiry Cathryn McGahey was a sight to behold. Team Voice attended the Hearing and at times we could only wince and I had to confess to coming close to feeling sorry for the hapless, clueless and abandoned Lewis....
